in order to be boating you have to be in a vessel…

so is an inflatable mattress with some paddles considered a vessel?

What if I didn’t take the paddles with me on the canoe or kayak and I was floating…maybe using my hands as paddles?

or because I was able to navigate using my cupped hands as paddles, I would somehow be considered boating?? and therefore breaking the law?
